দুই পক্ষের বিতর্কের পর চলতি বছর থেকেই প্রাথমিকের বিনামূল্যের পাঠ্যবই ছাপার ক্ষমতা হারাচ্ছে জাতীয় শিক্ষাক্রম ও পাঠ্য পুস্তক বোর্ড এনসিটিবি। এখন থেকে এই বই ছাপবে প্রাথমিক শিক্ষা অধিদফতর (ডিপিই)। ইতোমধ্যে এ বিষয়ে নীতিগত অনুমোদন দিয়েছেন প্রধানমন্ত্রী শেখ হাসিনা। তবে আইনের কিছু বিষয়ে সংশোধন জরুরি হওয়াতে ২০২৪ সালের পাঠ্যবই ডিপিই ছাপতে পারবে কি না তা নিয়েও সংশয় রয়েছে।

এ দিকে সরকারের সর্বোচ্চ ফোরাম থেকে বই ছাপার বিষয়ে ইতিবাচক সিদ্ধান্ত আসায় সব জটিলতা সহজে কেটে যাবে বলেও আশা করা হচ্ছে। সূত্র মতে, সরকারের এ সিদ্ধান্ত বাস্তবায়ন করতে হলে এনসিটিবির আইন সংশোধন করতে হবে। তাই এ লক্ষ্যে উদ্যোগ নিতে শিক্ষা মন্ত্রণালয়কে অনুরোধ করেছে প্রাথমিক ও গণশিক্ষা মন্ত্রণালয়। তারা একই ধরনের সিদ্ধান্ত জানিয়ে এনসিটিবিকে ইতোমধ্যে একটি চিঠিও দিয়েছে।

চিঠি পাওয়ার বিষয়টি নিশ্চিত করে এনসিটিবি চেয়ারম্যান অধ্যাপক ফরহাদুল ইসলাম নয়া দিগন্তকে জানিয়েছেন, আইন সংশোধনের এখতিয়ার মন্ত্রণালয়ের। তবে আমরা চিঠি পেয়েছি। আর আইন সংশোধনের বিষয়ে মন্ত্রণালয়ই এ ব্যাপারে উদ্যোগ নেবে। আমরা মন্ত্রণালয়ের নির্দেশনা অনুযায়ী পরবর্তী পদক্ষেপ নেবো।-খবর তোলপাড় ।

প্রাথমিক ও গণশিক্ষা মন্ত্রণালয়ের উপসচিব মোহাম্মদ কামাল হোসেন স্বাক্ষরিত এ সংক্রান্ত চিঠিতে বলা হয়েছে ‘এনসিটিবি আইন ২০১৮ অনুযায়ী এনসিটিবি প্রাক-প্রাথমিক থেকে দ্বাদশ শ্রেণ পর্যন্ত পাঠ্যপুস্তক মুদ্রণ কার্যক্রম পরিচালনা করে থাকে। প্রাথমিক স্তরের পাঠ্যপুস্তক মুদ্রণের ক্ষেত্রে সময় সময় নানা জটিলতা দেখা দেয়ায় এনসিটিবির পরিবর্তে প্রাথমিক শিক্ষা অধিদফতর কর্তৃক প্রাথমিক স্তরের পাঠ্যপুস্তক মুদ্রণের নিমিত্ত এনসিটিবি আইন ২০১৮ এর সংশ্লিষ্ট অংশের সংশোধন প্রয়োজন।

এতে আরো বলা হয়, ‘এ লক্ষ্যে প্রধানমন্ত্রীর নিকট সার-সংক্ষেপ পাঠানো হলে গত ২৩ মার্চ প্রধানমন্ত্রী এতে সম্মতি জ্ঞাপন বা সিদ্ধান্ত প্রদান করেন। এমতাবস্থায় প্রধানমন্ত্রী কর্তৃক অনুমোদিত সার-সংক্ষেপ অনুযায়ী জরুরি ভিত্তিতে এনসিটিবি আইন ২০১৮ এর প্রয়োজনীয় সংশোধন আনার উদ্যোগ নিতে নির্দেশক্রমে অনুরোধ করা হয়েছে। জানা গেছে, উল্লেখিত আইনের ৮ এর ‘ছ’ অনুযায়ী পাঠ্যপুস্তকের মুদ্রণ, প্রকাশনা, বিতরণ এবং বিপণন কাজ এনসিটিবির হাতে। এ ধারা অনুযায়ীই প্রাথমিক ও মাধ্যমিক স্তরের পাঠ্যবই মুদ্রণের ক্ষমতা এনসিটিবির। ফলে এ ধারাটিসহ আরো কয়েকটি ধারা এখন সংশোধন করতে হবে।

উল্লেখ্য প্রাথমিক স্তরে প্রায় এক কোটি ৩০ লাখ শিক্ষার্থী। তাদের জন্য প্রতি বছর ১০ কোটি বই মুদ্রণ করা হয়ে থাকে। সাধারণত ৯৮ লটে এসব বই মুদ্রণ করা হয়। বই মুদ্রণ নিয়ে গত কয়েক বছর ধরে নানা সিন্ডিকেট কাজ করছে। তারা কখনো অতি চড়া দামে বইয়ের দরপত্র দাখিল করে, আবার কখনো বাজার দরের চেয়েও কম দর দেয়। কিন্তু কম দর দিলে তা পুষিয়ে নেয় নিউজপ্রিন্টে বই ছাপিয়ে। এসব নিয়ে প্রাথমিক ও গণশিক্ষা মন্ত্রণালয়ের ক্ষোভের বিষয়টিও জানা যায়। এ কারণে এবার তারা বই মুদ্রণের দায়িত্ব নিচ্ছে বলে জানা গেছে।

এ ব্যাপারে প্রাথমিক ও গণশিক্ষা সচিব ফরিদ আহাম্মদ বলেন, নিজেদের কাজে ‘ওভারলোডেড’ এনসিটিবি। অন্য দিকে প্রাথমিকের বইয়ের অর্থ বরাদ্দ যায় ডিপিইর অনুকূলে। ওই টাকা ছাড়করণসহ অন্যান্য প্রক্রিয়ায় দীর্ঘসূত্রতা অবলম্বন করতে হয়। এতে সময়ক্ষেপণ হয়। এ জন্যই এনসিটিবির পরিবর্তে ডিপিইতে বই মুদ্রণ প্রক্রিয়ার উদ্যোগ নেয়া হয়েছে।

The National Curriculum and Textbook Board NCTB is losing its power to print free primary textbooks from this year following a bipartisan dispute.
